You mentioned Alton Illinois and I was reminded of what is happening in Glen Carbon Illinois, just a few miles away. They are planning to build a Menards store but they have to fill in the mine under the site before they begin. I really wonder how it's going to turn out. 🤔

You would think an engineer would know to compact newly placed fill materials so that structures above would be stable. In fact you do know this. Another engineering mistake.
